The photo at the top of this blog is of Porto Alegre – one of the largest cities in Brazil, and the capital city of the Brazilian state of Rio Grande do Sul. As well as being one of the most important cultural, political and economic centers of Southern Brazil, Porto Alegre is the “poster child” of Participatory Budgeting; where ordinary residents decide how to allocate part of the local budget. This kind of new democracy is being tested in other parts of the world – including Britain.
